Utility Rates

The City of Volga provides electric, water, and wastewater services and contracts with Cook's Wastepaper & Recycling for garbage, recycling, and yard waste services which are billed together monthly from the City. Monthly utility bills are processed and mailed by the 10th of each month and are due on the 26th of each month.
 
 New to Volga or moved to a different address in Volga? Stop by City Hall at 226 Kasan Ave to sign up for utilities or to update your account.
 
 A new utility account application is available at the link below or at City Hall with applicable deposits and documentation needed in order to open an account.

Monthly Charge (No kWh): $13.00 per meter

Water Surcharge for Borrower Bond DWSRF-01

New Water Tower - Effective 5/1/22

In accordance with Resolution 2021-25 (which updated Resolution 2021-09 due to higher Borrow Bond), the following water debt service surcharge shall be applicable to all customers served water service whether in or out of the city or whether retail or sales or resale. This surcharge is in addition to other charges put forth in this Resolution.  Non-metered customers in each service class shall pay a water surcharge service charge based on the use of four units according to the rates below:

In City:  $0.926 per 1000 gallons
Out of City:  $1.423 per 1000 gallons
Industrial Out of City:  $1.225 per 1000 gallons
Non-Metered: In City: $3.70/month, Out of City: $5.69/month

New Wells and water loops - Effective 1/1/24
In City:  $0.29 per 1000 gallons
Out of City:  $0.42 per 1000 gallons
Industrial Out of City:  $0.33 per 1000 gallons

Wastewater Treatment Upgrades - Effective 6/1/18
In accordance with Resolution 2018-13, the following sewer debt service surcharge shall be applicable to all customers served wastewater service whether in or out of the city or whether retail or sales or resale. This surcharge is in addition to other charges put forth in this Resolution.  Non-metered customers in each service class shall pay a wastewater surcharge service charge based on the use of four units according to the rates below:

Residential:
$1.32 per 1000 gallons

Residential Out of City:  $2.38 per 1000 gallons
Non-Metered: In City: $5.28/month, Out of City: $9.52/month

Residential:  $1.28 per 1000 gallons
Residential Out of City:  $1.89 per 1000 gallons

Water and Wastewater Resolution

Wastewater Rate Breakdown 2024

GarbageResidential:  $16.65 / month. Garbage is picked up by Cook's Wastepaper every Friday with recycling service occurring on the second and fourth Fridays of every month.

Residential Senior Garbage Collection Service: $9.00. Senior garbage is defined as anyone 65 years of age or older and living alone. Garbage is picked up by Cook's Wastepaper every Friday with recycling service occurring on the second and fourth Friday of every month.

Lawn and Garden Waste Collection Service (optional)Residential: $4.00 / month. Lawn and garden waste collection provided by Cook's Wastepaper occurs every Friday in the months of May through November (weather permitting).

From approximately April - May and September - November, a dumpster is provided north of the baseball fields on 1st Street and near the Community Center at 109 Samara Ave to dump off leaves only. Please do not drop off yard waste bags or garbage bags full of leaves. If dumpsters are full, leaves can be delivered to the city disposal site located at the far west end of 6th Street, north of the dog park. Please call 605-627-9113 prior to dumping at this site.

Garbage & Lawn and Garden Waste Resolution

Tree and Rubble SiteA tree and rubble site is available for Volga residents only who live in city limits. The site is located at intersection of W 6th Street and 463rd Ave north of the community gardens. Items to be deposited are trees, branches, and clean concrete (without rebar or other materials). All leaves, grass, rebar, and asphalt are prohibited. The area is under video surveillance.
